INQUIRES ABOUT BENEFITS, INSURANCE CARDS, NAME CHANGE, BENEFICIARY CHANGE, PAYROLL, RESIGNATION, ETC.?

Such as,

  • a birth/adoption of a child;

  • marriage;

  • divorce;

  • death of a dependent;

  • loss of coverage;

  • gain of other coverage;

  • child turns 26 years old;

  • spouse/dependent obtains other South Carolina state insurance coverage;

  • benefits beginning/ending;

  • FMLA;

  • Retirement; and

  • Other benefit questions.

Please note that there is a 30-day window for changes to your benefits with the Public Employee Benefit Authority (PEBA) Insurance Company.

OBTAIN BENEFITS WITHIN 30 DAYS OF FULL TIME  EMPLOYMENT WITH BEAUFORT CO. SCHOOLS?

1.  The Human Resources (HR) Department will process and issue a new hire packet (which contains insurance and retirement paperwork) to the  new hire, full time, employee. 

 2.  The HR Department will notify the Benefits Department that an applicant has been hired as a full time employee and then an email will be sent to the individual referencing information  about a benefits appointment.   Submit or provide the following at the benefits appointment:

  • Social security numbers and birth dates for covered dependents and/or beneficiaries.
  • If adding a spouse to any coverages, submit a copy of a marriage certificate.
  • Copy of the long form of the birth certificate which lists the parents' names for any children that are being added to the employee's benefits.

 
3.  A Ward Services representative will meet personally with the new hire to complete the insurance and retirement paperwork and review other benefits. 

4.  Even if an employee decides not to elect the health, dental, vision, optional life insurance, dependent life-child/spouse insurance, supplemental long term disability plans, the employee still has to meet with a Ward Services representative to refuse the benefits.   Retirement is mandatory for all full time employees.

5.  Once the paperwork has been processed and documentation has been submitted, an employee's benefits will start the first of the month following the hire date.

    6.  An employee will also receive an email notification from the PEBA Retirement Company referencing selecting a retirement option.  Your retirement election must be made within 30 days of your hire date.  If no retirement election is made within the 30 day deadline, the retirement plan will default to the South Carolina Retirement System (SCRS).  


 7.  You may view information about the South Carolina insurance and retirement options on the PEBA Insurance/Retirement website which is www.peba.sc.gov

CHANGE MY ADDRESS WITH BEAUFORT CO. SCHOOLS (BCSD), INSURANCE, AND RETIREMENT?
 

1. Obtain a Name/Address Change Form from a school office manager, the Human Resources Department, or the Public Employee Benefit Authority (PEBA) Insurance Benefits website which is www.peba.sc.gov (click on Insurance Benefits, Forms, Other Forms, and then Name/Address Change tabs).

2. Complete, print, sign, date, and submit the form to a Human Resources Benefits Department Representative. The Benefits Administrator will sign or send the form to PEBA Insurance Benefits and Retirement companies.  This form will also change your address with Beaufort County School District.

CHANGE MY NAME WITH BCSD, BCSD ID BADGE, INSURANCE, AND RETIREMENT? 

1. Locate and print the Name/Address Change Form listed under the “Forms” Section on the Public Employee Benefit Authority (PEBA) Insurance Benefits website which is www.peba.sc.gov  (click on Insurance Benefits, Forms, Other Forms, and then Name/Address Change tabs).

2. Complete, print, sign, and date the form.  Provide a certified true copy of a social security card listing your changed name. The Benefits Administrator (BA) will mail the form to the Retirement Systems and the PEBA Insurance Benefits companies.  This form will also change an employee's name with Beaufort County School District. 

3.  BCSD Identification Badge - After you have completed the Name/Address Change Form and provided a copy of your social security card, and the BA has processed the paperwork, then you may contact Kelsey Alford, Human Resources Department, to issue you a new ID Badge listing the name change.

4. Reminder: An employee's name will not be changed with BCSD, on the Beaufort County School District's employee Identification Badge, or with the state or retirement companies until receipt of the Name/Address Change form and a copy of the social security card listing the changed name has been submitted and processed.

CHANGE THE BENEFICIARY FOR THE LIFE INSURANCE OR RETIREMENT PLANS?

Please note than an employee can change the name of a beneficiary anytime of the year.

To change the beneficiary listed for the Basic or Optional Life Insurance, please do the following:

1. You may access the MyBenefits program online at www.peba.sc.gov to change your beneficiary electronically with Public Employee Benefit Authority (PEBA) Insurance Company.

2. Or complete the PEBA Insurance Compan's Active Notice of Election (NOE) form. You may obtain the NOE form by contacting a Beaufort County School District Human Resources Benefits Department Representative at (843)322-2300 or 1-888-260-9430 (PEBA) or download the form off of the PEBA Insurance Benefits website www.peba.sc.gov  (click on Insurance, Forms, and then Active Notice of Election).

3. Complete the Enrollee Information, Items #1 thru #16, and the Beneficiaries Section on the NOE form. Do not mark or write any information in the Coverage or Dependents Section on the NOE form.

4. Sign, date and send the NOE form to Beaufort County School District Human Resources Benefits Department.

5. The Benefits Administrator will sign, date and mail the NOE form to PEBA  Insurance Company for processing. 

To change the beneficiary for the Public Employee Benefit Authority (PEBA) Retirement, please do the following:

1. Obtain the Public Employee Benefit Authority (PEBA) Retirement Beneficiary Form #1102 from a Beaufort County School District Human Resources Benefits Department Representative by calling (843) 322-2300 or 1-888-260-9430 (PEBA) or download the form off of the PEBA Retirement website at  www.peba.sc.gov  (click on Retirement Benefits and Forms).  Complete Section I, II-A, II-B and Section III on the form.

2. In Section IV, sign your name on the Member's Signature line of the form in front of a notary and submit the form to a Beaufort County School District Human Resources Benefits Department Representative. The Benefits Administrator will mail the form to PEBA Retirement.

To change the beneficiary for the Optional Retirement Plan, please do the following:

1. Obtain the Public Employee Benefit Authority (PEBA) Retirement State ORP Active Group Life Beneficiary Designation Form #1106 from a Beaufort County School District Human Resources Benefits Department Representative at (843) 322-2300 or 1-888-260-9430 (PEBA) or download the form from the PEBA Retirement website at www.peba.sc.gov  (click on Retirement Benefits and Forms).  Complete Section I and II on the form.

2. In Section III, sign your name on the Member's Signature line of the form in front of a notary and submit the form to a Beaufort County School District Human Resources Benefits Department Representative. The Benefits Administrator will mail the form to PEBA Retirement.

RESIGN?

1.  Submit a letter of resignation to your immediate supervisor and then your supervisor will submit the resignation to the Human Resources Department for processing.

2.  If you are enrolled in the health, dental, vision, dependent life-child/spouse insurance, optional life insurance, supplemental long term disability, these plans will end the first of the month following your resignation date.  A COBRA packet will be mailed to the employee's home address (that is on file with Beaufort County School District) with information about continuing coverage.

3.  SCRS (South Carolina Retirement Systems) participants may contact PEBA Retirement Company in reference to your retirement account or view their retirement statement online at www.peba.sc.gov by accessing the Member Access program.

4. Optional Retirement Plan (ORP) participants may contact their Optional Retirement vendor in reference to their retirement account.

5.  Contact the Payroll Department for inquiries about your pay check.

6. Contact Ward Services at 1-800-673-6472 if you were enrolled and have questions about the continuation of the universal life insurance, critical illness, accidental, short term disability, or cancer policies.

7.  If you are resigning and transferring to another South Carolina state agency, please notify the Beaufort County School District's (BCSD) Benefits Department in order to transfer your state benefits within 30 days of hire.    Also, contact the BCSD Payroll Department to inquire about transferring any unused sick leave days.
