Board approves referendum project construction firm for Robert Smalls International Academy renovation

BEAUFORT – In October of 2020 the Beaufort County Board of Education approved a contract with Kansas City-based JE Dunn Construction to build a new Robert Smalls International Academy and demolish the existing facility, which is the single largest project approved by county voters in the referendum. This month, the Board approved an amendment that finalized the Guaranteed Maximum Price for the project to nearly $62 million.

“This significant project is made possible from the referendum approved by voters in November of 2019,” said Superintendent Frank Rodriguez who expressed gratitude for having significant community input even during the pandemic. “Based on the strong participation in public meetings held via Zoom, we are confident the K-8 facility is going to reflect the community’s desires for generations to come.”  

“This new facility will be here for the next 50 years,” said Robert Oetting, the school district’s Chief Operations Officer. “It will display the legacy of the historical figure Robert Smalls, as well as the history of the school.”

Construction firms competed for the referendum work by submitting proposals. Firms were independently evaluated and scored by review panels composed of a school principal, community members, and district staff. Competing firms were scored based on numerous criteria that included such areas as past performance, team member qualifications, and demonstrated approach on design services and construction, along with an evaluation of fees.

The Citizen-Led Oversight Committee, an independent group of volunteers, is monitoring all referendum building projects, schedules, budgets and expenditures.  Quarterly reports from the CLOC are presented to the Beaufort County Board of Education. CLOC members include CPAs, urban planners, civil engineers and project managers.
